Policy study aids are used for the competition. All public servants rise through the ranks via the competitive process. Now I expect it has changed somewhat since I have retired, probably become even more complex (lol), and yet as public servant prepare for the next interview, they must by rote, quote, policy instruments.
Usually, in preparation for the competition, I would spend eight weeks gathering material and studying up, preparing answers to possible questions and becoming very familiar with policy. Once I memorized the shortest form, I would often create trees, wheels, alphabetical memory aids, to trigger the right response during interview.
