Der Community Manager ist selbst meist der Gründer einer Community, manchmal ist
es auch eine kleine Gruppe von Leuten. Diese Person oder diese Kerngruppe ist
verantwortlich für das Funktionieren der Community, hat das „letzte Wort“ im
Aufstellen von Regeln und Normen, zum Beispiel über Teilnahmeberechtigung in der
Community, ihrer Organisation, über Aufgaben und Themen, den Diskussionsstil etc. 2
