This workbook is for the candidates for JLPT of any level. This version of the book covers all the kanjis assigned for fourth, fifth and sixth graders at Japanese elementary schools. If your aim is to just pass the exams, you don't necessarily have to be able to spell out all these kanjis, but you need to know how to read most of kanjis in the book.
