    This book begins by describing military information operations (or IO) in wartime. It then discusses the constitutional and democratic interests which might be implicated if such “speech” –truthful or not– reaches American audiences. After concluding that no judicially enforceable constitutional right to be free from foreign-targeted military speech exists, it then examines statutes, executive orders, policies, and doctrine that seek to create a firewall between military IO and U.S. citizens. After questioning whether maintaining a firewall is even possible in light of technology, it concludes with a discussion of other non-judicial mechanisms, drawn from our WWII anti-totalitarian propaganda experiences, that might better protect real democratic interests.
