    Secretary of State George Catlett Marshall was sent a confidential memorandum on June 10, 1947.
    The sensational document read in part: "It becomes necessary due to the gravity of the situation to call your attention to a condition that developed and still flourishes in the State Department under the administration of Dean Acheson.
    “There is a deliberate, calculated program being carried out not only to protect Communist personnel in high places but to reduce security and intelligence protection.
    "On file in the Department is a copy of a preliminary [100 page] report of the FBI on Soviet espionage activities which involves a large number of State Department employees, some in high official positions.
    “Should this case break before the State Department acts, it will be a national disgrace. Voluminous files are on hand proving the connection of the State Department employees and officials with this Soviet espionage ring."
    With his incredibly leftist background and previous pro-Communist track record, Marshall handled this explosive report exactly as could have been predicted.
    It was ignored, filed, and then forgotten for over two years!
    The Senate Committee thereafter informed Marshall about a number of serious security risks in the State Department.
    It was pointed out that these people were "only a few of the hundreds now employed in varying capacities who are protected and allowed to remain despite the fact that their presence is an obvious hazard to national security."
    Marshall also ignored this shocking report!
    Before highly placed Communists and their radical fellow travelers were able to force him out, security evaluator Otto Otepka had reviewed the files of important State Department employees.
    Otepka subsequently testified with regard to 858 questionable cases: "It is necessary for me to stress that among the 858 cases there were allegations and evidence of actual membership in the Communist Party, actual membership in adjuncts of the Communist Party such as the Young Communist League, actual membership in Communist-front organizations.
    “Actually there were 1,943 cases [almost 20 percent of the total State Department payroll] located during the 1955-56 investigation, of which 858 were the residue.
    “Scott McLeod as head of State Department Security called these 858 serious security risks to the attention of the Secretary of State."
    McLeod had his staff review Otepka's list.
    It was further trimmed to 258 "serious security risks."
    A secret June 27, 1956, memorandum listing these 258 State Department employees was prepared.
    William J. Gill revealed: "Approximately 150 were in high-level posts where they could in one way or another influence the formulation of United States foreign policy.
    “And fully half of these 258 serious cases were officials in either crucial intelligence assignments or serving on top-secret committees reaching all the way up and into the National Security Council."
    No action was ever taken over the startling charges in the above reports!
    The Kremlin treason team was more firmly in control of the State Department than even the congressional investigators or Otto Otepka and Scott McLeod realized.
    The identical problem still exists decades later!
    State remains thoroughly infested by traitors in the employ of the Soviet Union!
    Nothing has ever changed over the years!
    A full scale investigation is certainly merited!
