Resumo
Este presente livro versa sobre as licitações públicas em suas breves generalidades, dos princípios das licitações e da revogação e anulação das licitações. Inicia-se com as breves generalidades, tratando do conceito de licitação, quanto ao objeto, das modalidades, dos limites de valores e das fases licitatórias. Posteriormente, é tratado o assunto relacionado dos princípios licitatórios, apresentando sua importância nesta seara, além de tratar dos princípios da Administração pública e dos princípios específicos inseridos em textos legais vigentes em nosso País, sempre apresentando pontos de vista do Tribunal de Contas da União e dos Tribunais. Em seguida, diz respeito dos institutos de revogação e anulação das licitações públicas, apresentando os conceitos existentes, bem como a distinção entre si.
ABSTRACT
The present book deals with the public bidding in Brazil in their brief generalities, principles of bidding and the revocation of bidding. It starts with the brief generalities, dealing with the concept of bidding, as to the object, the methods, limits of values and bidding phases. Subsequently, it is treated as related subject of bidding principles, with their importance in this endeavor, besides dealing with the principles of public administration and the principles embedded in specific legal texts in force in our country, always with views of the Court of Audit and Courts. Then respect of institutes revocation of public tenders, with the existing concepts as well as the distinction between them.
